The rule, which governs how a bill is considered on the House floor, broke down the manager's amendment, a compromise  \r\n   reached by Representatives Shays, Meehan, and numerous other Members of the House, into 14 separate provisions, ultimately\r\ndecreasing support for the overall bill. The rule was defeated by a vote of 203-228.  \"As a supporter of full public financing of elections, and as a\r\nco-sponsor of the Shays-Meehan bill, today is a horrible setback for\r\nthose of us who wish to take the influence of big money out of our\r\npolitical system,\" said Lee. \"The Shays-Meehan substitute\r\nwas the product of extensive negotiations with the House and Senate,\r\nand the House Republican Leadership knew that the only\r\nway they could ensure its failure was to use sham parliamentary\r\nprocedures to destroy it.\"  The Shays-Meehan campaign finance bill would have banned soft money, except for individual donations to parties for  \r\nget-out-the-vote and voter registration, retained the current\r\nindividual, or \"hard,\" money limit at $1,000 for House candidates,  \r\nrequired disclosure of so-called \"issue ads,\" and banned advertising\r\nfor candidates 60 days before a general election or 30 days\r\nbefore a primary.  \"House Republican Leaders have made no secret of their opposition to campaign finance reform legislation,\" said Lee. \"The  \r\n   House Republican Leadership has killed campaign finance reform on four separate occasions over the last decade, and has  \r\nonce again chosen special interests over reform that would help bring\r\nus closer to achieving true democracy in this country.\"  Representative Lee has been a co-sponsor of the Shays-Meehan\r\nlegislation, which is the companion to the\r\nMcCain-Feingold bill that passed the Senate on April 2, 2001.\r\nAdditionally, she is a cosponsor of H.R. 1637, the Clean Money, Clean\r\nElections Act,\r\nwhich would establish full public financing for campaigns.\r\n###\r\n\t\n\t  \n\n\t\n\t\n\t\n\t\n\t\n\t\n\t\n\n \n\t    \t  \n\t\t    \n\t\t    \tNext Article", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://lee.house.gov/news/press-releases/congresswoman-barbara-lee-blasts-house-republican-leadership-for-killing-campaign-finance-reform"], "units": {}, "query_ms": 1.5586232766509056, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
