According to the Center for Budget and Policy Priorities, 55% of African American families and 56% of Latino families with  \r\nchildren would not receive one penny of tax relief. Altogether, six\r\nmillion African American and Latino families - and over 12  \r\n   million African American and Latino children - will not be helped at all by the Bush tax plan.  \"President Bush states that the average American family would receive $1,600 under this tax plan. But while some wealthy  \r\n   families will receive tens of thousands of dollars of tax relief, others will receive absolutely nothing,\" said Lee.  An estimated 12 million low-and middle income families with\r\nchildren - one third of all of American families would not receive any\r\ntax cut from the Bush proposal. Approximately 24.1 million children -\r\n33.5% of all children live in the families that excluded in\r\nBush's plan. This disproportionately effects African American and\r\nLatino children, 53% of whom live in families who will receive\r\nno tax benefit.  \"The nationwide statistics of who is left out of this tax proposal\r\nare staggering,\" said Lee. \"In California, 1.7 million families -  \r\nmore than one third of all families in California - will receive\r\nnothing from Bush's tax cut. About 40% of children in California live\r\nin\r\nfamilies that will get no tax benefit from Bush's proposal, while the\r\nwealthiest families will benefit greatly.\"  \"These families pay many other taxes, such as payroll taxes, and deserve the same tax benefits as every other family,\" said  \r\n   Lee. \"These are hard working families that have contributed to the nation's unprecedented economic expansion, but have not  \r\nbenefited greatly, and are struggling day to day to support their families. We must not ignore their needs.\"  As Vice Chair of the Progressive Caucus, Congresswoman Lee played\r\na pivotal role in developing and highlighting the American\r\nPeople's Dividend, a simple, fiscally responsible, plan that truly\r\nbenefits all by giving every adult and child a $300 tax credit every\r\nyear regardless of income, for the next ten years, provided that the\r\nprojected surpluses materialize.
