The\r\nHyde-Lantos-Leach-Lee Amendment was offered as a substitute to H.R.\r\n2069, a bill offered by Chairman of the House International Relations\r\nCommittee\r\nChairman Henry Hyde (R-IL) to increase bi-lateral HIV/AIDS funding by\r\n$150 million.  Congresswoman Lee lead negotiations with Chairman Hyde to increase overall funding in the bill. The amendment increased  \r\nbi-lateral funding from $469 to $560 million. It dropped a provision\r\nthat limited the United States' per year contribution to an  \r\ninternational trust fund at 25% of the total contribution from other\r\ndonor nations and set multi-lateral funding at $750 million. The\r\namendment retained a provision that provides $50 million for drug\r\nprocurement programs.  \"This is a good step in the right direction, but we need to invest\r\nmuch more money in this effort,\" said Lee. \"I was a member of  \r\n   the US delegation to the United Nations General Assembly Special Session (UNGASS) on HIV/AIDS, where the international\r\ncommunity is calling for $7 to $10 billion a year to combat the disease. As the most powerful nation in the world we have an\r\nobligation to lead the world in addressing this pandemic.\"  \"This is the greatest humanitarian crisis of our time.
