Lipinski and McCaul's Cybersecurity Enhancement Act Passes Congress", "2014-12-15", "2014", "2014-12", "Democrat", "House", "IL", "Daniel Lipinski", "L000563", "lipinski.house.gov", null, null, "legacy", "Critical bipartisan legislation introduced by Congressmen Dan Lipinski (IL-3) and Michael McCaul (TX-10) that will increase the security of federal networks and information systems, improve the transfer of cybersecurity technologies to the marketplace, train a cybersecurity workforce, and coordinate and prioritize federal cybersecurity research and development efforts has passed through the Congress, and now awaits the President\u2019s signature.\r\n\r\n\t\u201cSince I first introduced this bill in 2010, cyber threats have gotten much worse,\u201d said Rep. Lipinski.\u00a0 \u201cEvery day, we wake up to reports of more cyber attacks in this country and around the world.\u00a0 In the United States, these attacks have the potential to destroy our military and economic security.\u00a0 American workers have lost jobs and businesses have been damaged because of cyber espionage, and that\u2019s why it has been a priority of mine for years to get this bill onto the President\u2019s desk to help America thwart cyber attacks.\u201d\u00a0\r\n\r\n\t\u00a0\r\n\r\n\tThis legislation will:\r\n\r\n\t\u2022 Improve coordination in government, providing for a strategic plan to assess cybersecurity risk and guide the overall direction of federal cyber research and development.\u00a0\r\n\r\n\t\u2022 Update the National Institutes of Standards and Technology (NIST) responsibilities to develop security standards to harden our federal networks and processes for agencies to follow.\r\n\r\n\t\u2022 Recruit the next generation of cybersecurity professionals to work for federal, state, and local governments through a scholarships-for-service program.\u00a0\r\n\r\n\t\u2022 Continue much-needed cybersecurity research and development programs at the National Science Foundation and NIST.\u00a0\r\n\r\n\t\u00a0\r\n\r\n\t\u201cThe first step in securing our cyber future is education, and by that, I mean everything from educating individuals, to companies, to the next generation of IT professionals,\u201d Rep. Lipinski said.\u00a0 \u201cThis bill works toward these goals by building on existing partnerships, such as the NSF-sponsored Center for System Security and Information Assurance at Moraine Valley Community College in Palos Hills, Illinois.\u00a0 This college in my district has trained hundreds of teachers and college faculty in cyber security related areas since 2003, individuals who are now teaching at community colleges and technical training programs nationwide.\u201d", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://lipinski.house.gov/index.cfm?sectionid=91&itemid=2446"], "units": {}, "query_ms": 1.000761054456234, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
