The bipartisan package includes several provisions authored and championed by Congressman Lipinski, including the Sustainable Chemistry Research and Development Act, the Hacking for Defense program, and the Minerva Research Initiative. The bill is expected to pass the Senate and be sent to the President's desk.\r\n\r\n\tRep. Lipinski's H.R. 2051, the Sustainable Chemistry Research and Development Act, which is included in the defense bill supports efforts in green chemistry across federal research agencies and will establish a coordinating entity under the National Science and Technology Council within the Office of Science and Technology Policy. The bill will allow federal agencies to assess the state of sustainable chemistry in the U.S. and coordinate federal efforts in sustainable chemistry to maximize return on federal investment in this area. Rep. Lipinski's bill had previously passed the House of Representatives on December 9, 2019 with support from environmental and industry groups.\r\n\r\n\tI'm proud to see the Sustainable Chemistry Research and Development Act that I introduced along with Rep. Moolenar included in this bill, said Congressman Lipinski. This provision will strengthen collaboration between the federal government and the private sector by promoting sustainable research and development that can make unsafe chemicals obsolete. Global demand is increasing for products made from green chemicals that are safer for our health and the environment. This legislation creates an opportunity for the federal government to meet that demand and create domestic jobs. The proposal directly benefits our troops by helping the Department of Defense develop synthetic fuels, flame retardants, high-performance materials, and other equipment to protect warfighters.\r\n\r\n\tThe bill also includes a directive led by Rep. Lipinski to restore the Minerva Research Initiative. Minerva is the Department of Defense distinguished basic social science research program, which was slated for elimination in the President's budget request. Projects funded under the Minerva Research Initiative help the U.S. better understand global threats like terrorism and combat negative influence from foreign adversaries.\r\n\r\n\tMany of the national security challenges we face are social in nature, said Congressman Lipinski. Particularly as we react to increasing pressure from China and the continued threat of global terrorism, we need to better understand and predict the decisions and behaviors of our adversaries.\r\n\r\n\tThe social sciences inform many of the aims outlined in the Department of Defense's most recent National Defense Strategy, such as building stronger alliances and strengthening our technology advantage. Congressman Lipinski led a letter earlier this year calling for $17 million to restore the Minerva Research Initiative.\r\n\r\n\tThe Joint Statement accompanying the bill also highlights the National Security Innovation Network (NSIN) Office, which administers Hacking for Defense, or H4D, which Rep. Lipinski was able to get authorized in 2018. This Department of Defense entrepreneurial education program harnesses college students' creativity and energy and prepares them to address real-world national security challenges.\r\n\r\n\t\"We need more of our best and brightest young minds dedicated to advancing our nation's national security interest in a digital age,\" said Congressman Lipinski. \"I got H4D authorized as an innovative program to grow our defense talent pipeline, and I'm pleased to see that the new NDAA calls for the program to be fully resourced under its NSIN Office.\"\r\n\r\n\tThe National Defense Authorization Act (NDAA) is the annual bill passed by Congress authorizing the Department of Defense's activities, other national security programs. The bill also authorizes the pay and benefits for our Armed Forces.
