After the letter was sent, Congresswoman Jenkins released the following statement:\r\n\r\n\t\u201cProtecting Kansans from evil acts of terror is my top priority. That\u2019s why I supported the Visa Waiver Program Improvement Act, which passed the House with strong bipartisan support, to help ensure our entry programs are properly secured and cannot be exploited by terrorists. We cannot allow exemptions for countries like Iran, the leading state sponsor of terrorism, to bypass our laws. The Visa Waiver Program Improvement Act is the law of the land \u2013 it must be fully enforced.\u201d\r\n\r\n\tThe following is the full text of the letter:\r\n\r\n\tDecember 22, 2015\r\n\r\n\tThe Honorable John Kerry  \r\n\tSecretary of State  \r\n\t2201 C Street, NW  \r\n\tWashington, D.C. 20590\r\n\r\n\tDear Secretary Kerry:\r\n\r\n\tWe write to express our strong opposition to your commitment to waive a newly-enacted reform to the Visa Waiver Program that was clearly intended to cover individuals who have traveled to Iran in the past five years.\u00a0 Congress recently passed this bipartisan reform to the Visa Waiver Program to preserve the program\u2019s legitimate travel uses, while ensuring that individuals who pose a heightened terror and security risk to the United States receive appropriately-tailored security screening.\u00a0 While we understand that Iranian officials have expressed their anxieties to you that this new provision could undermine business opportunities in Iran by international investors, it is beyond belief that those concerns would supersede a newly-enacted U.S. law designed to protect the American people from terrorism.\u00a0\r\n\r\n\tThe Visa Waiver reform law, which passed the House of Representatives with near-unanimous support and was subsequently included in legislation signed by the President, clearly denies eligibility for the Visa Waiver Program to individuals who have traveled to a country that is \u201cdesignated by the Secretary of State under section 6(j) of the Export Administration Act of 1979, or any other provisions of law, as a country, the government of which has repeatedly provided support of acts of international terrorism.\u201d\u00a0 Surely, this provision applies to Iran, which has been designated by the U.S. Department of State as a State Sponsor of Terror for over twenty years.\r\n\r\n\tThe facts here are simple: Iran remains one of the world\u2019s leading State Sponsors of Terror, and a new U.S. law \u2013 which passed Congress in a bipartisan fashion and was signed by President Obama on December 18, 2015 \u2013 states that individuals who have traveled to such a country are not eligible for the Visa Waiver Program.\u00a0 Instead, if nationals of the 38 Visa Waiver Program participating countries have recently visited Iran and wish to travel to the United States, they must follow the procedures that apply to travelers in the rest of the world.\u00a0 This simply means that these individuals undergo the screening traditionally required to receive a visa, and must obtain a visa from a U.S. consulate abroad before entering the United States. \u00a0\r\n\r\n\tThere is no legitimate justification to create a special exemption for Iran from an anti-terrorism and security law that was specifically designed to include Iran.\u00a0 Iran does not get to veto U.S. security measures.\u00a0 Therefore, it is imperative that the Obama Administration enforce the law with respect to the new, bipartisan anti-terror reforms in the Visa Waiver Program and not create a special carve-out for Iran.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://lynnjenkins.house.gov/press-releases/congresswoman-jenkins-sends-letter-to-secretary-of-state-john-kerry/"], "units": {}, "query_ms": 1.5814329963177443, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
