After the President signed the defense bill, Congresswoman Lynn Jenkins (KS-02) released the following statement:

“I applaud the President for dropping his partisan stance and signing this critical bipartisan defense bill into law. The National Defense Authorization Act will increase troop pay and benefits, strengthen our national defenses and require the President to create a comprehensive strategy to defeat ISIS. Additionally, the NDAA prohibits the President from transferring Guantanamo Bay detainees to the detention facilities in the United States, such as the U.S. Disciplinary Barracks at Fort Leavenworth. The NDAA is now the law of the land and his Attorney General has confirmed it would be a violation of the law for the President to move forward with transferring GTMO detainees to the United States.”

Items To Note

Attorney General Loretta Lynch the House Judiciary Committee on Tuesday that the law does not allow the transfer of individuals from Guantanamo Bay to the United States.

(Julian Hattem, The Hill: Attorney general: Law 'does not allow' Gitmo detainees in the US, 11/17/15)

National Defense Authorization Act passes the House of Representatives, with strong bipartisan support, by a vote of 370-58.

(Roll Call Vote #618, http://clerk.house.gov/evs/2015/roll618.xml, 11/05/15)

National Defense Authorization Act passes the United States Senate, with overwhelming bipartisan support, by a vote of 91-3.

(Roll Call Vote #301, http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00301, 11/10/15)", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z
url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url
https://lynnjenkins.house.gov/press-releases/president-obama-signs-ndaa-barring-transfer-of-gtmo-detainees1/
