The proposal, CommonGround 2025: A Bipartisan Health Care Framework, includes an extension of EPTCs for those making less than 600% of the federal poverty line (FPL) alongside commonsense reforms to reduce waste, eliminate fraud, and address insurance costs. The members backing the framework have also co-signed a letter urging House and Senate leadership to meet with them to discuss the framework and a constructive pathway forward in both chambers.\n\nKey features include:\n\nA two-year extension of EPTCs for enrollees earning less than 600% of FPL, with a phaseout for those making between 600-1000% of FPL.\n\nNew guardrails to crack down on fraud and prevent \u201cghost beneficiaries,\u201d including implementation of the Insurance Fraud Accountability Act and greater oversight of eligibility.\n\nAn extension of open enrollment until March 19, 2026.\n\nPharmacy benefit manager reform that promotes transparency and eliminates \u201cspread pricing\u201d in Medicaid.\n\nProposals for future reforms, including hospital billing transparency and support for healthcare savings accounts.\n\n\u201cEvery American understands that our healthcare system is failing to deliver the affordability and transparency that families deserve,\u201d said Congressman Mackenzie. \u201cAchieving critical changes requires bipartisan reforms \u2014 both in the immediate future and in the long term \u2014 that begin to correct Washington\u2019s mistakes and reduce the burden on the American people. This begins with an extension of enhanced premium tax credits for those who need them, coupled with commonsense reforms that reduce waste, eliminate fraud, and improve oversight.
