Expanding paid vacation to all workers will not only guarantee fairness for the millions of workers who get no vacation, but it will also give more Americans the opportunity to experience the destinations that make our country so special.\u201d\n\n\"The United States Tour Operators Association (USTOA) is proud to support the PTO Act and Congressman Magaziner's efforts to provide paid leave to all Americans,\" said Jeff Roy, Chairman of USTOA. \"Providing paid time off is a win-win for Americans who will get the opportunity to travel with their families and for the local communities around the country whose economies depend on travel and tourism. USTOA strongly urges Congress to expeditiously pass this critical piece of legislation.\"\n\nThe legislation is also endorsed by the AFL-CIO, American Federation of Teachers (AFT), National Education Association (NEA), SMART (International Association of Sheet Metal, Air, Rail and Transportation Workers), Service Employees International Union (SEIU), UNITE HERE, Amalgamated Transit Union (ATU), Center forLaw and Social Policy, Economic Opportunity Institute, Economic Policy Institute, Family Values @ Work, National Employment Law Project, National Partnership for Women and Families, National Women\u2019s Law Center, Paid Leave for All, UnidosUS, and ZERO TO THREE.\n\nBACKGROUND:\n\nThe PTO Act was reintroduced in July of 2025 by Magaziner alongside Reps. Nikki Budzinski (IL-13), Greg Casar (TX-35), and Jasmine Crockett (TX-30) to guarantee paid vacation time for all workers. The bill has 83 additional cosponsors.\n\nThe PTO Act:\n\nProvide all employees with guaranteed paid vacation time, usable for any reason and paid at their regular wage. Full-time workers will earn a minimum of two weeks of paid vacation per year.\n\nThis leave will be in addition to any paid sick leave or family and medical leave that workers already have.\n\nProtect employees against discrimination for exercising their right to take annual paid time off.\n\nMore than 27 million private-sector workers in the United States, over one in five, receive no paid vacation at all (source).\n\nThe United States is the only advanced economy nation in the world that doesn\u2019t guarantee any paid vacation forworkers.
