Rep. Mann released the following statement after his votes on H.R. 4367, the Homeland Security Appropriations Act, H.R. 4365, the Department of Defense Appropriations Act, H.R. 4368, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, and H.R. 4665, the State, Foreign Operations, and Related Programs Appropriations Act.\n\n\u201cI serve in Congress to advocate for agriculture and our conservative Kansas values,\u201d said Rep. Mann. \u201cAs I look at our nation\u2019s budget, I make decisions based on reducing and reprioritizing government spending, securing our southern border, dealing with the weaponization of the federal government, and delivering on my commitment to the Big First. My votes reflect those priorities.\u201d\n\nRep. Mann voted yes on H.R. 4367, the Homeland Security Appropriations Act, which passed in the U.S. House of Representatives by a vote of 220-208, and which would:\n\nReject Biden Administration-requested funding that encourages more illegal immigration\n\nProhibit funding for electric vehicles, saving $97 million\n\nFund the completion of the southern border wall and require Secretary Mayorkas to build a physical barrier\n\nAdd 22,000 border patrol agents\n\nProvide resources to counter the flow of illicit fentanyl and synthetic opioids coming across our southern border\n\nRep. Mann voted yes on H.R. 4365, the Department of Defense Appropriations Act, which passed in the U.S. House of Representatives by a vote of 218-210, and which would:\n\nRestrict new funding for Ukraine\n\nDefund positions at the Department of Defense (DoD) that weaponize the federal government\n\nProhibit the DoD from using federal funds to perform medical procedures to change a service member\u2019s biological gender\n\nModernize the U.S. military with next-generation technology and pay increases for all military personnel\n\nCounter Communist China by making an investment in security cooperation with Taiwan\n\nRep. Mann voted no on H.R. 4368, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, which failed in the U.S. House of Representatives by a vote of 191-237. Rep. Mann voted no because the bill:\n\nFailed to conduct adequate oversight of nutrition programs\n\nSought to reduce the U.S. Department of Agriculture\u2019s budget by more than 40% and decrease all program budgets by 14.15% without any prioritization of which programs received cuts\n\nFailed to support land-grant university research and significantly reduced the ability of USDA to deliver in rural America\n\nIgnored Kansas farmers\u2019 legacy and contribution to global food security by cutting 70-year-old food aid programs by 70%\n\nRep. Mann voted yes on H.R. 4665, the State, Foreign Operations, and Related Programs Appropriations Act, which passed in the U.S. House of Representatives by a vote of 216-212, and which would:\n\nEliminate funding for the Chinese Communist Party\n\nProhibit funding for regulations that disadvantage American businesses, including the Biden Administration\u2019s executive orders regarding arbitrary climate goals\n\nIllustrate support for our democratic allies like Israel and Taiwan and counter Communist China\u2019s malign influence\n\nSupport religious freedom abroad and maintain all long-standing pro-life protections\n\nAddress the backlog of passport applications\n\nOn July 27, the U.S. House of Representatives passed H.R. 4366, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act.
