The Senate must now act quickly and send this legislation to the President\u2019s desk.\u201d\n\nBACKGROUND:\n\nH.R. 9770 passed the House by a vote of 220\u2013205, with 213 Republicans and six Democrats voting in favor.\n\nThis Congress, Democrats have repeatedly used government funding deadlines to hold the American people hostage to their partisan demands, resulting in a 43-day government shutdown, a four-day partial shutdown, and a 75-day shutdown of the Department of Homeland Security.
