McClellan", "M001227", "mcclellan.house.gov", "mcclellan", "https://mcclellan.house.gov/media/press-releases", "scraper", "Washington, D.C. \u2013 Today, Congresswoman Jennifer McClellan (VA-04) introduced H.R 10382, the Amtrak Grant Flexibility Act, to expand funding opportunities and make it easier for Amtrak to complete future projects.\n\nThe Federal Railroad Administration\u2019s Federal-State Partnership for Intercity Passenger Rail, the MEGA Grant Program, and the CRISI Grant Program provide significant investments to support the passenger rail network nationwide. Currently, these programs require applicants to provide a partial funding match, also known as the \u201cnonfederal share,\u201d covering at least 20% of the total cost.\n\n\u201cOur passenger rail systems provide invaluable transportation options to Americans nationwide, but funding limitations in local governments can stagnate growth and modernization efforts,\u201d said Congresswoman McClellan. \u201cAs we work to expand passenger rail, we need to ensure we have every tool at our disposal. My Amtrak Grant Flexibility Act makes a commonsense change to unlock billions in potential funding to support these crucial projects.\u201d\n\nH.R. 10382 alleviates this issue by giving Amtrak the authority to use its annual subsidy funding to cover the nonfederal share for grant applications.\n\nThe bill is endorsed by the Rail Passengers Association.\n\n\u201cState and local governments need a stronger federal partner to stand up passenger rail programs, and this bill provides a critical piece of that puzzle,\u201d said Jim Mathews, President and CEO of the Rail Passengers Association. \u201cIn my travels over the past few years, I\u2019ve met with scores of local leaders who want more and better train service for their communities, and they\u2019re willing to commit the local resources to make it happen\u2014but they need more help to get the ball rolling. By granting Amtrak the authority to assist local governments in funding project development, we can cut years off project delivery timelines.
