Res. 61, a resolution that provides Congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency (EPA) relating to “National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing.” The legislation was introduced by Representative Morgan Griffith (VA-09).

“We have to support our manufacturers,” said Rep. John McGuire. “But far too often during the Biden Administration, our American manufacturers were forgotten and not prioritized over businesses and products overseas. In Virginia’s Fifth Congressional District, Goodyear has a significant facility in Danville and is a critical economic partner for the region. This resolution supports our businesses and American manufacturers. I am proud to cosponsor this legislation and vote in favor of this important step that makes our manufacturers competitive again.”

Background:

Rep. John McGuire cosponsored this bill.

H.R. Res. 61 reverses the Biden EPA's rule on National Emission Standards for Hazardous Air Pollutants (NESHAP), which imposes strict emission limits on rubber tire manufacturers.

This joint resolution nullifies the Environmental Protection Agency rule titled National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing (89 Fed. Reg. 94886) and published on November 29, 2024. The rule addresses the decision in Louisiana Environmental Action Network v. EPA (D.C. Cir. 2020) by implementing emissions standards for the rubber processing subcategory of the rubber tire manufacturing industry to ensure all emissions of hazardous air pollutants from sources in the source category are regulated.

Read the resolution here.", 1, "2026-03-30T01:40:41Z", "2026-04-07T00:15:27Z
url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url
https://mcguire.house.gov/media/press-releases/rep-john-mcguire-supports-hj-res-61
