Such statements risk encouraging violations of the Uniform Code of Military Justice (UCMJ) and undermine national security.\n\nOn November 18, 2025, six lawmakers released a video accusing the Trump Administration of \u201cpitting\u201d the military and intelligence community against American citizens. In the video, they urged servicemembers and intelligence professionals to personally assess which presidential orders they deemed \u201cillegal\u201d and suggested they would \u201chave their backs\u201d if they refused to follow them. When pressed for evidence of any unlawful orders, Senator Slotkin acknowledged she was \u201cnot aware of things that are illegal,\u201d and none of the Members provided proof to substantiate their claims.\n\nThe resolution introduced today:\n\nDenounces the dangerous and seditious rhetoric from these Members of Congress who attempted to sow disloyalty within the United States military and intelligence community by encouraging personnel to act against the Commander in Chief and violate the Uniform Code of Military Justice.\n\nThe resolution further states:\n\nCongress has long recognized the danger of undermining the chain of command, making it a federal crime to advise, counsel, or urge insubordination or refusal of duty.\n\nIn their November 18 video, the lawmakers urged defiance of \u201cillegal\u201d orders despite offering no evidence that such orders were being issued.\n\nUCMJ case law affirms that orders are presumed lawful and must be obeyed unless they are \u201cobviously unlawful,\u201d regardless of an individual\u2019s conscience, philosophy, or political beliefs.\n\nIf adopted, the House of Representatives would hold that it:\n\n\u201c\u2026denounces the dangerous and seditious rhetoric from these six Members of Congress, which has created an environment that places troops and their families at risk, undermines national security, and jeopardizes the trust and respect owed to the brave men and women serving in the military and intelligence community.\u201d\n\nThe resolution is co-sponsored by veteran lawmakers Rick Crawford (AR-01), Abraham Hamadeh (AZ-08), Mariannette Miller-Meeks (IA-01), Scott Franklin (FL-18), John McGuire (VA-05), Andrew Clyde (GA-09), Derrick Van Orden (WI-03), Jack Bergman (MI-01), Ronny Jackson (TX-13), Sheri Biggs (SC-03), Keith Self (TX-03), Eli Crane (AZ-02), Clay Higgins (LA-03), Warren Davidson (OH-08), Jim Baird (IN-04), Barry Moore (AL-01), as well as Claudia Tenney (NY-24), Buddy Carter (GA-01), Doug LaMalfa (CA-01), Dan Newhouse (WA-04), Mark Messmer (IN-08), Randy Fine (FL-06), Mike Collins (GA-10), Rick Allen (GA-12), Lloyd Smucker (PA-11), Pete Sessions (TX-17), and John H.
