Americans lost $29 billion to scam robocallsin 2021 alone. The Foreign Robocall Elimination Act would empower the Federal Communications Commission and the Department of Justice to crack down on scammers and establish a taskforce to prevent foreign robocalls.\n\nThis bipartisan legislation has received key endorsements from the American Association of Retired Persons (AARP) and USTelecom.\n\n\u201cNo one likes robocalls. They are irritating, predatory, and steal billions of dollars from Americans every single year. They also erode public trust. You shouldn\u2019t miss a call from the doctor just because you\u2019re scared it could be a scammer. The Foreign Robocall Elimination Act is commonsense legislation to protect people \u2013 particularly older Americans who are disproportionately targeted \u2013 from harmful scammers. I am proud to introduce this bipartisan effort,\u201d said Congresswoman Kelly Morrison.\n\nBackground on the Foreign Robocall Elimination Act:\n\nThis bill would require the Federal Communications Commission (FCC), in consultation with the Federal Trade Commission (FTC) and the Department of Justice (DOJ), to establish an interagency taskforce. The taskforce would be made up of representatives from these three federal agencies and seven private sector representatives, including voice service and analytics providers, technology experts, marketing and nonprofit organizations, and consumer advocacy groups. The taskforce must:\n\nstudy and compare the volume of robocalls from domestic vs. international sources;\n\nidentify countries responsible for high volumes of unlawful robocalls;\n\nprovide information on how countries can collaborate on eliminating unlawful robocalls;\n\npromote global adoption of call authentication technologies (e.g., STIR/SHAKEN);\n\nrecommend best practices and international cooperation to mitigate unlawful robocalls; and\n\ndetermine the need for more resources or a DOJ office dedicated to unlawful robocall enforcement.\n\nThe taskforce would be required to create a comprehensive report with findings and recommendations and deliver it to Congress within one year of the taskforce\u2019s formation.\n\nRead the full text of the bill HERE.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:09:11Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://morrison.house.gov/media/press-releases/us-rep-kelly-morrison-introduces-bipartisan-legislation-crack-down-scammers"], "units": {}, "query_ms": 1.5433181542903185, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
