Democrats cannot preach about the importance of free and fair elections in one breath, and then look the other way when one of our colleagues undermines those very same democratic values by effectively anointing his own successor on his way out of Congress.\n\n\"Last night, a number of my Democratic colleagues argued against this resolution because Rep. Garc\u00eda is a good man, has a long record of service to his community, and his family is sick. I agree with all of these things, and none excuse undermining democracy.\n\n\"Congressman Garc\u00eda\u2019s attempt to install his chief of staff in his seat without an open primary would rob his voters of the right to choose their own representative in Congress.\n\n\u201cBecause of this, I voted in favor of the disapproval resolution.
