You can watch Congressman Olszewski\u2019s testimony before the House Committee on Rules here.\n\nThe amendments would:\n\n1) eliminate the President\u2019s authority to expedite the rescissions process and;\n\n2) prohibit the President from canceling funds shortly before they expire.\n\nThe provisions are designed to close loopholes exploited by President Trump to revoke $9 billion from the previous bipartisan CR and to halt energy projects nationwide. The Administration has even threatened funding for the reconstruction of Baltimore\u2019s Key Bridge, despite Congress\u2019s prior approval.\n\n\u201cAny path forward should include one simple guarantee: the commitments we make to the American people and each other will not be unilaterally undone by the Administration tomorrow,\u201d said Congressman Olszewski. \u201cWhen we shake hands on a bipartisan budget deal, that deal should stick. Without that protection, no deal is worth the paper it\u2019s written on.\u201d\n\n\u201cAs a co-equal branch of government, we should be vigorously guarding our power of the purse \u2014 not giving that power away,\u201d Olszewski added.\n\nCongressman Olszewski has long championed stronger guardrails to protect Congress\u2019s constitutional spending authority. Even before the government shutdown began, he had called for bipartisan reforms to ensure transparency and stability in the federal budget process.\n\nHe is also supporting an amendment that would extend the Affordable Care Act tax credits for three years, led by House Majority Leader Hakeem Jeffries.
