Ilhan Omar passed five amendments through the House of Representatives this week, along with ten community projects for Minnesota's 5th District.

You can view her floor speech on this here.

The provisions passed as part of the House Appropriations process, including the Seven-Bill Appropriations Minibus and the Department of State, Foreign Operations, and Related Programs Appropriations Act (SFOPS).

"My priority as a Member of Congress has always been fighting to make life better for the families of Minnesota's 5th District, especially the most vulnerable," Rep. Omar said. "I was proud to be able to take votes to deliver for my constituents today. Through the surface transportation and appropriations process, we have passed over $46 million in funding through the House for my district. Together, we have been able to pass multiple amendments that will move the needle on issues Minnesotans care about, from housing to education, economic development, First Amendment rights and more. It is also a reminder that we can propose bold solutions to the biggest challenges our country faces—from the climate crisis to housing and healthcare affordability—while also effectively securing amendments in major bills. That is what cogovernance on behalf of the 5th District looks like."

The amendments include a study on alternative measures of economic well-being, research into access to remittance payments to developing countries, preservation of public art related to civil rights protests, a study on the COVID-related economic barriers faced by manufactured homeowners and how federal housing assistance could better serve this population, and an amendment co-led with Rep. Pressley to study the impacts of discipline practices in K-12 remote education settings over the course of the COVID-19 pandemic and a $5 million transfer to development assistance.

Along with Reps. Jayapal, Garcia and others, she also secured the issuance of over $2 trillion in Special Drawing Rights to help developing countries purchase much-needed imports of food, medicine, PPE, vaccines, and other essential goods. This would protect low-income countries from debt crises, balance-of-payments crises, and other economic hardships, as hunger and poverty have increased as the Delta variant's spread accelerates worldwide.

The bill also included all of Rep. Omar's community project funding requests. The projects include a $1 million investment in a food incubator at the Northside Economic Opportunity Network (NEON), funding for a new Hennepin Healthcare Clinic on East Lake Street, skills training for clean energy careers, new workforce training in South Minneapolis, sprinkler updates for the Minnesota Public Housing Authority, funding for the Minneapolis American Indian Center, bike parks in Brooklyn Center, a new recreation and arts building in North Commons Park, updates to the Sabbathani community center, and funding for the Waadag Commons apartments in Seward.

You can view the Minibus amendments here, the SFOPS amendments here, and a full list below:

Minibus:

• Omar #134 an increase/decrease to encourage the Office of Macroeconomic Analysis to conduct a study on GPI and other alternate economic measures

• Omar #135 an increase/decrease at FinCEN to encourage studying access to remittances to fragile countries and how shifts in remittance flows to non-banking channels is affecting Treasury's ability to monitor financial crimes and money transmitters' and charities' abilities to remit or transfer funds from the United States to such countries

• Omar #170 an increase/decrease to ensure the NEA reserves grant funding for the preservation of public art related to civil rights protests

• Omar #226 an increase/decrease to the Office of (10 Manufactured Housing Programs for the minutes) purposes of studying the COVID-related economic barriers faced by manufactured homeowners and how federal housing assistance could better serve this population

SFOPS:

• Omar #26 - $5m transfer from FMF to Development Assistance

The community projects include:

1.
