The amendments aim to center human rights in the military and foreign policy; strengthen congressional oversight over the DoD\u2019s use of artificial intelligence; support Sudanese civil society; and hold governments engaged in transnational repression accountable.\n\nThe amendments introduced by Rep. Omar include:\n\nOmar #1151 \u2013 Bans arms sales to any country engaged in transnational repression against U.S. citizens.\n\nOmar #1152 \u2013 Repeals the Alien Enemies Act.\n\nOmar # 1155 \u2013 Requires a report on the United Arab Emirates' activities in Africa, including an assessment of whether U.S.-origin technology is being used to commit gross violations of human rights.\n\nOmar #1177 \u2013 Repeals the War Reserve Stockpile Authority for Israel.\n\nOmar #1273 \u2013 Expresses the sense of Congress that designation of a foreign terrorist organization does not constitute an authorization for the use of military force.\n\nOmar #1276 \u2013 Requires a strategy for providing direct support to Sudanese civil society, including the Emergency Response Rooms.\n\nOmar # 1302 \u2013 Clarifies that the Department of Defense's policy requiring human oversight of AI-enabled weapons applies to determining, tracking, engaging, and targeting decisions.\n\nOmar #1303 \u2013 Requires Department of Defense reporting on autonomous weapons systems to assess how the Department ensures meaningful human command over those systems.\n\nThe full text of the amendments is available here.\n\nThe amendments Representative Omar cosponsored can be found below.\n\nPocan #673 \u2013 Reduces the total amount authorized by the FY27 NDAA by $150 billion.
