This bipartisan legislation was introduced by Representatives Gary Palmer (R-AL-06) and Paul Tonko (D-NY-20), the Democratic Ranking Member on the Environment Subcommittee.\n\nFollowing committee passage, Rep. Palmer released the following statement:\n\n\"Critical minerals are essential to our economy and national security, yet America remains too dependent on China for these resources,\u201d said Rep. Palmer. \u201cThe CHARM Act takes a commonsense approach by directing the Environmental Protection Agency (EPA) to develop a coordinated federal strategy to identify new opportunities to recover critical minerals from electronic waste, legacy mine sites, coal ash, and other overlooked sources already here at home.
