{"database": "press", "table": "releases", "rows": [["https://pingree.house.gov/media-center/press-releases/introducing-bipartisan-student-loan-forgiveness-tax-repayment-act", "Introducing bipartisan Student Loan Forgiveness Tax Repayment Act", "2016-05-13", "2016", "2016-05", "Democrat", "House", "ME", "Chellie Pingree", "P000597", "pingree.house.gov", null, null, "legacy", "Congresswoman Chellie Pingree joined Republican and Democratic colleagues in the House introducing legislation today to assist families who are dealing with the loss or sudden disability of a loved one. \u00a0The bill, the Stop Taxing Death and Disability Act, would save families from big tax bills when federal student loans are forgiven after death or disability.  \n\t\u00a0  \n\tPingree introduced the bill with Representatives Peter Roskam (R-IL), Ron Kind (D-WI) and Ryan Costello (R-PA.)  \n\t\u00a0  \n\tUnder the Higher Education Act, individuals and families can apply to have federal students loans forgiven if the recipient dies or becomes disabled to a high degree. \u00a0However, the forgiven debt is taxed as income\u2014for many families, this can add tens of thousands of dollars in taxes. Not only are the taxes due the year the debt is forgiven, but the additional income can often bump families into a higher tax bracket, meaning that it\u2019s taxed at a higher rate. \u00a0Pingree's bill would eliminate those taxes.  \n\t\u00a0  \n\t\u201cThis is an absolutely tragic situation. \u00a0You\u2019re dealing with the loss of a child or your spouse becomes disabled, then all of a sudden you get a tax bill for tens of thousands of dollars,\" Pingree said. \u00a0\u201cIt\u2019s just not right. \u00a0Having these student loans forgiven should offer some relief to these families, not put them in a financial hole for years to come.\u201d  \n\t\u00a0  Pingree first introduced a bill in 2014 to provide relief for families in this situation in 2014 after hearing about the problem from the parents of Keegan Brennan of Topsham. \u00a0Keegan grew up in Maine and attended Mt. Ararat High School before studying illustration and creative writing at the New Hampshire Institute of Art, where he graduated in 2012. \u00a0The following November, he passed away suddenly at the age of 22. \u00a0 His parents, Nora and Donald, suddenly owed over $25,000 in federal taxes and over $6,300 in state taxes after student loans they had co-signed for Keegan were forgiven. Donald and Nora Brennen are Navy veterans and have spent the last 3 1\u017d2 years trying to fight this tax issue, while still trying to find space to mourn their son\u2019s death.  \n\t\u00a0  \n\t\u201cWe are truly grateful to Congresswomen Pingree and Senator King for hearing our story. Keegan would have been proud of what is being done. \u00a0As veterans of the U.S. military, we feel that it is our duty to continue to fight to make things better for our country,\" Nora Brennan said.  \n\t\u00a0  \n\t\"We applaud Representative Pingree's leadership on ensuring that vulnerable student loan borrowers are not forced to trade an unaffordable student loan debt for an unaffordable tax debt,\" said Persis Yu, director of the National Consumer Law Center's Student Loan Borrower Assistance Project. \u00a0\"Taxing people who have had their federal and private student loans canceled due to a total and permanent disability or because of the death of their child is grossly unfair and defeats the purpose of those loan cancellation programs.
