Rep. Bruce Westerman (R-AR) introduced the House versionof the legislation lastnight,while U.S. Senator Mike Braun (R-IN) took the lead on the bicameralversion of the bill in the Senate.Congressman Riggleman joined Rep. Lloyd Smucker (R-PA)and Rep Tim Burchett (R-TN) as original co-sponsors of the bicameral legislation, which has since been referred to committee.\n\t\t\t\t\"I am proud to be a co-sponsor of the Fair Care Act, which will lower the cost of healthcare while increasing consumer choice and protecting coverage for pre-existing conditions, CongressmanRiggleman said. Included in this bill is my proposal which moved protection for pre-existing conditions from the ACA to HIPAA. This will ensure that coverage continues and helps Americans across the nation.\"\n\t\t\t\t\"It's no secret that America's health care system is broken, Congressman Westerman said. In a world of 24-hour news cycles and inflammatory headlines, the political divide surrounding health care is only getting deeper. We aim to change that. Contrary to popular belief, Republicans do have a health care plan. The Fair Care Act of 2020 would give Americans more coverage choices at lower costs, including those with preexisting conditions. Yes, it's all possible! This legislation stems from years of research and conversations I've had with constituents, members of Congress, policy professionals and others. Health care doesn't have to be an issue that divides us. The Fair Care Act is proof, just look at the 75 bipartisan provisions we included. We are ready to come to the table and get every American the health care they need. I'm glad to have my colleagues supporting the Fair Care Act of 2020 in both chambers, and I look forward to moving it through the legislative process.\"\n\t\t\t\t\"Affordable choices are extremely important for Americans when it comes to meeting their healthcare needs, Congressman Burchett said. If you like your current plan, you should be allowed to keep it. If you need to make changes, you should be allowed to explore what private and public markets have to offer. The Fair Care Act respects choice when it comes to Americans' health insurance by removing barriers that keep healthcare costs high and creating more transparency in the American healthcare industry.\"\n\t\t\t\t\"I thank Rep. Westerman for his leadership and commitment to coming up with real solutions that will not only make the cost of health insurance more affordable, but also improve access to high quality care, Congressman Smucker said. I am proud to work with him on this legislation and I look forward to working to advance this bill.\"\n\t\t\t\tThe Fair Care Act of 2020 follows the Fair Care Act of 2019, a bipartisan billwhich includes more than 70 provisions to improve healthcare for all Americans. One of the provisions in the 2020 billis Congressman Riggleman's previously introduced legislation: H.R. 4159 - Maintaining Protections forPatients with Preexisting Conditions Act of 2019.This would codify Affordable Care Act (ACA) preexisting condition protectionsin HIPPA and offer greater protections for patients with preexisting conditions through an Invisible Guaranteed Coverage Risk Pool and guaranteed coverage Medigap plans.This bill was drafted in response to cases in federal courts that threaten to repeal the entire Affordable Care Act (ACA), including its coverage of preexisting conditions.\n\t\t\t\tUnder the Fair Care Act of 2020, Congressman Riggleman's provision would ensure that preexisting conditions are protected even if the ACA is struck down. The preexisting conditions provisionsinclude; guaranteed issueand renewability, a prohibition on preexistingcondition benefit exclusions, a ban on health status underwriting and inclusion of communityrating. The Fair Care Act of 2020 would also expand the use of pre-tax dollars to cover more medical expenses, including insurance premiums and direct primary care arrangements, and promote fiscal accountability and solvency for Medicare and Medicaid.\n\t\t\t\tFor more information, and to keep up with the latest developments of the Fair Care Act of 2020, clickhere.\n\t\t\t\t\n\t\t\t\t\t###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://riggleman.house.gov/media/press-releases/congressman-riggleman-co-sponsors-bill-lower-cost-healthcare-and-protect"], "units": {}, "query_ms": 0.9309542365372181, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
