It\u2019s time Congress starts living within its means\u2014just like hardworking American families must. Getting our fiscal house in order isn\u2019t optional. It\u2019s absolutely imperative for our future.\u201d\n\nIntroduced by Andy Biggs (R-AZ), this amendment would restore fiscal discipline and curb Washington\u2019s skyrocketing debt by requiring the federal government to operate under a balanced budget. The proposal would limit federal spending to the average revenue collected over the previous three years, adjusted for inflation and population growth, while allowing exceptions only in cases of war or national emergencies with approval from a two-thirds supermajority in Congress.
