He congratulated me on passage of the Disaster Recovery Workforce Act; and we discussed how the 3,000 new workers could speed up the Permanent House Construction program. We both agreed that we would encourage typhoon survivors to stick with the program. Over 800 workers were originally found eligible. Half have dropped out, but could come back into the program.
