Stefanik", "S001196", "stefanik.house.gov", "stefanik", "https://stefanik.house.gov/press-releases", "scraper", "Washington, D.C. - Congresswoman Elise Stefanik, a senior member of the House Armed Services Committee, today voted to pass the Fiscal Year 2025 (FY25) National Defense Authorization Act (NDAA).\n\n\u201cAs the Chief Advocate for Fort Drum and the 10th Mountain Division for over a decade, I am proud to help deliver another national defense bill that brings the priorities of Upstate New York and the North Country to the highest levels and enhances U.S. national security,\u201d said Congresswoman Elise Stefanik. \u201cAs a senior member of the House Armed Services Committee and on behalf of Fort Drum, I secured historic results for NY-21 including a requirement for the construction of an additional homeland missile defense site on the East Coast to be completed by 2030. Additionally, I led numerous provisions that will counter Communist China\u2019s infiltration of our critical technology sectors and build up America\u2019s domestic manufacturing capacity. I am proud to have worked on crafting, negotiating, and passing another national defense bill that strengthens America\u2019s military, improves the quality of life for our service members and their families, and promotes America First peace through strength.\u201d\n\nThe FY2025 NDAA authorizes $895.2 billion for national defense and saves the American taxpayer by cutting inefficient programs.\n\nCongresswoman Stefanik led and secured numerous provisions to support Fort Drum, the 10th Mountain Division, military families, and U.S. national security including the following:\n\nStrengthening Fort Drum and the 10th Mountain Division\n\nEstablishes a requirement for the Department of Defense to construct an East Coast Missile Defense Site at Fort Drum, New York to be completed by 2030.\n\nEstablishes Additional Skill Identifiers for Soldiers who attend Advanced Mountaineering Courses to advance the 10th Mountain Division\u2019s Alpine initiative.\n\nRequires the Army to establish a plan to align the 10th Mountain Division\u2019s Alpine Initiative with the Army\u2019s Arctic Strategy to ensure the 10th Mountain Division Soldiers are best prepared to contribute to our national security.\n\nRequires the Army to develop a plan to field tethered-unmanned aircraft systems which are currently being used by the 10th Mountain Division during their Hunter EMS electronic warfare exercise.\n\nDemands that the Army rapidly field and incorporate passive multi-static radar technology in counter-unmanned aircraft systems platforms to protect American soldiers from Iranian-backed drone attacks.\n\nRequires the Service Secretaries to establish a plan to resource, transition, and scale advanced AI-enabled, combat-validated counter-unmanned aircraft systems so our forces are better protected from drone attacks.\n\nFighting for Wins for Upstate New York and the North Country\n\nAuthorizes robust funding for Air Force Research Lab \u2013 Rome\u2019s Future Flag testing and evaluation exercise, conducted in Lewis, NY.\n\nAuthorizes $29 million for the Air Force to complete the engineering required to recapitalize the New York Air National Guard\u2019s 109th Airlift Wing\u2019s LC-130 skibird planes.\n\nAuthorizes $200M for the Air Force to purchase new LC-130 skibird planes for the New York Air National Guard\u2019s 109th Airlift Wing.\n\nSupports critical funding for electric vertical take off and lift aircraft to continue to be developed by the U.S. Air Force, including those in development at the Plattsburgh Airport by BETA Technologies.\n\nRequires the Air Force and the DoD to set up a working group to transition electric vertical take off and lift technology, including those developed by BETA Technologies, into DoD programs that can be used operationally.\n\nAuthorizes funding for USSOCOM to procure blast exposure monitoring sensors like those manufactured by NY-21 company, Med-Eng.\n\nRequires the Department of Defense to further examine and make plans to expand their work with non-profit research institutions, like the Trudeau Institute in NY-21.\n\nSupports the critical role of aluminum extrusions, like those made by the Arconic Corporation in NY-21, in the defense industrial base.\n\nAuthorizes $4 million for silicon carbide flexible bus node development to ensure the U.S. defense industrial base, including Wolfspeed in Upstate New York, can meet the demands of guided missile destroyer advancements.\n\nAuthorizes robust funding for Army National Guard Heavy Dump Truck which enables the New York Army National Guard\u2019s ability to conduct international and state-driven missions, such as natural disaster relief and recovery.\n\nSupports the Army in pursuing composite rubber tracks, like those developed by Michelin in Plattsburgh, for their ground combat vehicles.\n\nRequires the Army to examine the benefits of using thermoplastic for the UH-60 Black Hawk\u2019s tail rotor drive shaft.\n\nRequires the Air Force to establish a plan to improve the signals intelligence component of multi-domain, multi-ISR systems.\n\nCommends the work being done at AFRL-Rome to ensure the validity and security of AI/ML tools.\n\nConfronting the CCP and Foreign Adversaries\n\nRequires CCP-drone manufacturers DJI, Autel Robotics, and their subsidiaries and affiliates to be placed on FCC's Covered List within a year of the passage of the act unless a national security agency determines they do not pose an unacceptable national security risk.\n\nProhibits the DoD from contracting with companies that retain lobbying firms that also lobby for Chinese military companies.\n\nMandates the DoD do a full teardown of Communist Chinese drones to ensure no U.S. technology is advancing their capabilities.\n\nProhibits the DoD from utilizing a Communist Chinese-owned tutoring service for service members and their families.\n\nRequires the DoD to report on the proliferation and risks of Communist Chinese routers and modems in their systems.\n\nProhibits the DoD from operating or procuring light detection and ranging technology manufactured in Communist China.\n\nSupporting Our Service Members and Their Families\n\nRequires the Department of Defense and Department of Education to streamline the process for educational assistance so America\u2019s service members do not have to worry about student debt after bravely serving our country.\n\nSupports the Army\u2019s Future Soldier Preparatory Course and encourages the other Services to establish a similar course to improve recruitment.\n\nAuthorizes a 14.5% pay increase for junior enlisted service members and 4.5% pay raise for all other service members.\n\nOffers competitive pay for Child Development Center staff.\n\nProvides service members with direct access to specialty medical providers by waiving the TRICARE referral requirement.\n\nAuthorizes $176 million for the design and construction of new childcare centers.\n\nEstablishes a pilot program to prevent and treat maternal mental health conditions for service members and their spouses.\n\nRequires the Defense Health Agency to report on provider shortages at maternal health clinics in rural areas like Fort Drum.\n\nPermanently bans DoD from providing minors with gender dysphoria medical treatments, like hormones and puberty blockers, that could result in sterilization.\n\nProhibits funding for the teaching, training, or promotion of Critical Race Theory in the military, including at service academies and DoD schools.\n\nKeeping Pace with Emerging Technologies in the 21st Century\n\nRequires the DoD to establish a strategy to build out the domestic drone industry and to work with industry to lower the cost of secure unmanned aircraft systems.\n\nEnsures the DoD is examining the threat of artificial intelligence voice replication to trusted military communications and is identifying efforts to protect against these threats.\n\nRequires the DoD to define \u201cattritable unmanned aircraft system\u201d to enable the DoD to acquire attritable systems at scale.\n\nRequires the Chief Digital and AI Officer to develop a plan to scale Combined Joint All Domain Command and Control Mission Applications to enable global integration for early warning and detection.\n\nSupports the Air Force\u2019s Acquisition Instructor Course and examines how this program can be expanded across the DoD.\n\nEnsures that the Army is considering soldier feedback when making a production decision on IVAS 1.2.\n\nStrengthening U.S.-Israel Defense Cooperation\n\nAuthorizes robust funding for U.S-Israel anti-tunnel cooperation.\n\nAuthorizes $47.5 million for U.S.-Israel collaboration on emerging technologies like AI, c-UAS, and electronic warfare.\n\nAuthorizes full funding for U.S.-Israel missile defense cooperation.\n\nProhibits DoD from using or citing casualty data from Hamas and other
