The Nevada Mountain Bluebird serves as a unifying symbol, and the piece emphasizes how different cultural backgrounds can coexist and strengthen one another.\n\nEach spring, the Congressional Institute sponsors a nationwide high school visual art competition to recognize and encourage artistic talent in the nation and in each congressional district.
