Congressman Ryan has served on the House Appropriations Committee since 2006 and currently serves as Chairman of the Legislative Branch Subcommittee.\nThe domestic spending package passed today will benefit Northeast Ohio and Americans across the country. I am very proud we were able to make investments in energy incubators like BRITE in downtown Warren, restoration of rivers like the Mahoning River, and a loan program for electric vehicles which can be utilized by the new Lordstown Motors, said Congressman Tim Ryan. This bill also strengthens American manufacturing, prioritizes workforce development, funds innovative education programs like Social and Emotional Learning (SEL), increases funding for American farmers and agricultural conservation, increases funding to combat the opioid epidemic, protects our election security, and invests in hyperloop technology that may someday allow travel between Cleveland, Pittsburgh, and Chicago in minutes.\n\t\t\t\t\n\t\t\t\t\tClick here to watch Rep. Ryan's floor speech on domestic spending bill\n\t\t\t\n\t\t\n\nFY2020 Domestic Funding Bill Highlights\n \n$5 million for Advanced Technology Vehicles Manufacturing Loan Program  The funding package rejects President Trump's proposal to eliminate this Department of Energy program that could be utilized by Lordstown Motors. Ryan fought to protect this important program and applauds the $5 million appropriated for it.\n\t\n$5 million for Incubators  Supporting energy innovation clusters. These incubators should have the support of state, regional, and local entities.\n\t\n$1.5 million to clear brush and downed trees in rivers for navigation and flood control [Sec 208] This is a significant issue for the Mahoning River and the Trumbull County MetroParks has requested assistance from the Army Corps of Engineers to remove obstructions from the Mahoning River between Newton Falls and the City of Warren.\n\t\n$10 million to fund removal of river dams [Sec 206]  These funds can be used to restore natural river flow by removing dams like those in the Mahoning River.\n\t\n$174 million for Battery and Electrification Technologies and $40 million for Electric Drive Research and Development -- of which not less than $7,000,000 is to enable extreme fast charging and advanced battery analytics.\n\t\n$5 million for Hyperloop Technology  The Committee provided $5 million to assist the Non-Traditional and Emerging Transportation Technology (NETT) Council in developing and establishing Department-wide processes, solutions, and best practices for identifying and managing non-traditional and emerging transportation technologies and projects, including hyperloop technology. Hyperloop is an emerging transportation concept that has the potential to improve safety, alleviate congestion, shorten commute times, expand mobility for rural and urban communities, and enable a more efficient flow of commercial goods.\n\t\nStrengthens America's infrastructure  By providing more than $61 billion for infrastructure investments through dedicated trust funds, which will create jobs and improve safety. This includes $1 Billion for National Infrastructure Investments (BUILD Grants), which are awarded on a competitive basis to state and local governments, transit agencies, port authorities, and metropolitan planning organizations for projects that will have a significant local or regional impact. Kent, Akron, and Youngstown have all received BUILD Grants (formerly known as TIGER Grants).\n\t\nWorkforce Development  Package includes $2.8 billion for the Workforce Innovation and Opportunity Act Grants which prepare our workers for the 21st century . It also includes $175 million for a registered apprenticeships program.\n\t\nFirearm Injury and Mortality Research  Package includes $25 million for NIH and CDC to conduct firearm research. This is the first time in over 20 years that the federal government is funding this important research\n\t\nAddiction Prevention &amp; Treatment  Package includes increased funding for SAMHSA's Substance Abuse Treatment and Prevention Grant, which provides $3.8 billion for addiction treatment and $206 million for addiction prevention. It also includes $1.5 billion for State Opioid Response Grants.\n\t\nSocial and Emotional Learning (SEL)  $123 million for a new Social and Emotional Learning (SEL) Initiative, which Ryan has championed.\n\t\nIncrease for Farm and Conservation Programs and Agriculture Research-- including $74,987,000 for the Soil Surveys Program.\n\t\nFarm and Ranch Stress Assistance Network (FRSAN)  Package includes full funding for the FRSAN which provides farmers with affordable stress assistance programs. Farming can be a stressful occupation given the volatility of weather, markets, and disease. Farmers, ranchers, and farmworkers have the highest rate of suicide than the general population. It is vital we fully fund this Farm Bill program to ensure farmers have access to mental health services.\n\t\nProtect and Secure our Election Systems  By providing $425 million for election security grants to states.\n\t\nNIH and lifesaving medical research  Package includes $41.7 billion investment for the National Institute of Health, which is a $2.6 billion increase over last year.\n\t\nExpands access for rural communities, with more than $640 million to strengthen rural broadband.\n\t\nCommunity Development Block Grants (CDBG)  Package provides $3.4 billion for state and local governments and other eligible entities to carry out community and economic development activities.\n\t\nProvides pathways for affordable health care, better schools, and good-paying jobs  With $185 billion for these priorities and record base funding for Title I schools, Head Start, and the Child Care and Development Block Grant.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://timryan.house.gov/media/press-releases/congressman-ryan-secures-millions-federal-funding-electric-vehicles-energy"], "units": {}, "query_ms": 1.5105979982763529, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
