Hellerstedt.\u00a0\nHB 2 enacted such onerous restrictions on Texas\u2019 abortion care providers that it would have forced 75 percent of the state\u2019s clinics to close. It was the greatest threat to women\u2019s reproductive freedom since Roe v. Wade.\u00a0\n\u201cThe State of Texas should not waste its time interfering with the reproductive rights of women. For more than 40 years, American women have had the right to safe and legal abortions and today\u2019s decision upholds that access. For too long Republicans have attacked women\u2019s health care. Today\u2019s ruling is a clear signal that they are out of line and wasting time.\u201d \u00a0\u00a0\nBackground on HB 2\nHB 2 would have required doctors who perform abortions to have admitting privileges at a hospital within 30 miles of where the procedure takes place. Furthermore, abortion clinics would have to be retrofitted to meet hospital-grade standards of ambulatory surgical centers. These restrictions are often known as \u201cTRAP laws\u201d (targeted regulation of abortion providers).
