Tokuda secured key provisions to address critical needs in Hawai\u02bbi, support service members and military families, and ensure the nation\u2019s defense.\n\n\"This year\u2019s NDAA includes important provisions for Hawai\u02bbi, military families, and the nation as a whole. Most importantly, it does not provide DoD with any authority to condemn state land, despite recent threats by the U.S. Army,\u201d said Rep. Tokuda. \u201cIn Hawai\u02bbi, we have learned a painful truth: once land is taken, it\u2019s gone forever. Under no circumstances should we entertain the idea of giving land away to the military. If they attempt such an illegal action, they will lose in court and more importantly, they will lose the trust of the people of Hawai\u02bbi.\"\n\nKey provisions authored and supported by Rep. Tokuda in the FY 2026 NDAA would:\n\nRequire Department of Defense civilian and contractor employees be included in the military\u2019s regular housing market analyses, which is especially important for military installations, like those in Hawai\u2018i, with substantial civilian and contractor workforces.\n\nMandate an independent review of the suitability of Department of Defense land in Hawai\u02bbi for service member housing to address the military\u2019s impact on the local housing market.\n\nRequire 24-hour parental notification for suspected child abuse and neglect in Department of Defense child development centers.\n\nPrevent the Trump Administration from decommissioning Kilo Moana and other oceanographic ships.\n\nEstablish a new authority to fund ordnance disposal through intergovernmental support agreements, allowing state and local governments in Hawai\u2018i and nationally to assist in the demining of formerly used defense lands.\n\nRequire the Secretary of Defense to brief Congress on the efficacy of the military\u2019s efforts to prevent criminal activity and other misconduct by service members stationed in Okinawa, Japan, and legislative or policy changes needed to better prevent and address misconduct.\n\nExtend the \u201cChild Care In Your Home\u201d Pilot Program that provides financial assistance for service members in Hawai\u2018i who hire a nanny or other in-home child care provider, helping to address long waitlists for child care.\n\nEliminate referral requirements for obstetrical and gynecological care under TRICARE.\n\nA full summary of the FY 2026 NDAA can be found here.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:09:11Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://tokuda.house.gov/media/press-releases/rep-tokuda-secures-key-hawaii-provisions-in-house-passed-annual-defense-policy-bill"], "units": {}, "query_ms": 0.7032514549791813, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
