Carter, Sr. (D-LA) and Congressman Mike Ezell (R-MS) introduced the Strengthening American Maritime Dominance Act (SAMDA), a bipartisan bill designed to maximize investment in infrastructure for cargo ports and support American manufacturing jobs.\n\n\u201cThis legislation allows our ports, the economic engine of Louisiana, to upgrade their facilities with American-made infrastructure, strengthening our economy and national security,\u201d said Rep. Carter. \u201cThis will give our maritime businesses and workers the necessary resources to expand their operations and prosper. I want to thank my colleague Congressman Ezell for leading this bipartisan effort with me.\u201d\n\nThe SAMDA would expand the Capital Construction Fund (CCF) program to allow Marine Terminal Operators (MTOs) to use a tax-deferred account to purchase American-made cargo handling equipment.\n\n\u201cStrong ports mean a strong economy,\u201d said Rep. Ezell. \u201cThis bill is about smart investment\u2014making sure our ports have the modern infrastructure they need to move goods efficiently, support American manufacturing, and protect thousands of jobs. Mississippi\u2019s Gulf Coast depends on reliable, well-equipped port facilities not only for trade but for the livelihood of our communities.
