Carter, Sr. (D-L.A.) released the following statement after voting against H.R. 7217:\n\n\u201cInstead of working on a comprehensive approach to our national security priorities, House Republicans are once again playing political games. This partisan bill provides no funding for Ukraine to defend itself against Putin and Russia, humanitarian assistance for Palestinian civilians, or border security. For these reasons, I cannot support this sham measure that fails to fund ALL our national security objectives.\n\n\u201cIsrael has the absolute right to defend itself from terrorists. As the only democracy in the Middle East and America\u2019s ally, they don\u2019t deserve to have their security threatened by actions like the ones Republicans are taking today.\n\n\u201cWe must focus our efforts on getting desperately needed humanitarian relief to Palestinian civilians in Gaza, many of whom are women and children, who are in harm\u2019s way through no fault of their own. Congress should pass comprehensive funding legislation that provides support for Israel, Ukraine, and our other democratic allies throughout the world, as well as the resources needed to deliver humanitarian assistance to civilians who are suffering.\n\n\u201cIsrael\u2019s security should not be manipulated for political means.
