Vasquez. \u201cCommunity banks understand our communities because they live and work alongside the families and businesses they serve. They know our local small business owners personally, and they know what makes for a smart investment in communities like ours. This legislation gives local banks the tools to better compete with Wall Street institutions and megabanks while helping more small businesses, farmers, and families access the capital they need to succeed and grow our state\u2019s economy.\u201d\n\nThe Main Street Capital Access Act updates federal banking regulations for community banks, easing unnecessary burdens on smaller financial institutions while maintaining oversight of the banking system. The legislation also includes provisions to prevent the nation's largest banks from gaining an unfair advantage through acquisitions of failing institutions.\n\nSpecific measures in the bill include, among others:\n\nTailors banking regulations to the class and categories of each bank, reducing unnecessary red tape for smaller community banks so they can spend more time lending to local families and businesses instead of complying with one-size-fits-all rules.\n\nReduces unnecessary barriers for new and rural community banks by gradually phasing in capital requirements and adjusting the Community Bank Leverage Ratio (CBLR), allowing smaller banks to make more loans and invest in the communities they serve.\n\nCreates a more balanced bank rating process, helping well-managed community banks to continue supporting local customers and businesses.\n\nDirects the Federal Reserve to review its discount window \u2014 a critical tool used to support liquidity of financial institutions \u2014 to identify ways to better support community banks during times of financial stress.\n\nCommunity banks play a critical role across New Mexico, particularly in rural communities where they often serve as the primary source of financing for local businesses, agricultural producers, and first-time homebuyers. By expanding lending capacity and modernizing outdated regulations, the bill is designed to increase investment in Main Street businesses and local economies.\n\nRep. Vasquez has consistently supported policies that strengthen small businesses, expand economic opportunity, and ensure rural communities have the resources they need to thrive:\n\nIntroduced the Honor and Hire Veteran Act, which would increase tax credits for businesses that hire veterans.\n\nBoosted federal funding for small businesses by securing $500,000 to help upgrade 200 local businesses\u2019 storefronts and surrounding infrastructure in the South Valley \u2014 improving safety, helping advertising efforts, and creating better spaces for customers, investors, and workers alike.\n\nIntroduced the Economic Opportunity for Border Communities Act, which would direct the Department of Commerce to develop a national strategy for strengthening economies along the U.S.-Mexico Border.
