Webster. \u201cBy addressing the unchecked implementation of \u2018midnight rules,\u2019 Congress is ensuring that regulations reflect the voice of the American people, and not unelected bureaucrats.\u201d\n\nUnder current law, a Congressional joint resolution of disapproval can only include one regulation submitted for review during the final 60 legislative days of a President\u2019s term.
