Congressman Reed joined Superintendent Robert Breidenstein Friday at the Salamanca Junior-Senior High School to make the announcement in front of teachers and students.
“The impact aid award is great news for the Salamanca school district as it provides students with the tools they need for success in lieu of the large population of tax-exempt households that the school district serves,” Congressman Reed said. “While the Salamanca School District has done an exemplary job of doing more with less, this funding will be of great help to the educators, students and local community.”
School Superintendent Richard Breidenstein said, “The support and advocacy from Congressman Reed’s office was instrumental in this award being realized to benefit the District. Our unique set of circumstances and geography on the Tribal lands of the Seneca Nation of Indians has impacted our tax base and the Impact Aid award will provide desperately needed tax relief. We applaud the leadership of the Congressman and the collaboration he spearheaded with Federal, State, Local elected officials and the Seneca Nation of Indians on behalf of our community”.
The Salamanca School District worked with Congressman Reed’s office to file an application for the U.S. Department of Education’s Impact Aid Program. School districts that have large populations of children living on Indian lands have been some of the primary recipients of this aid historically. The Salamanca School District has been operating on a budget where roughly 38 percent of the students are part of the Seneca Nation of Indians, and reside in properties that are tax-exempt.
Reed’s office guided the school district through the application process and wrote a letter of support to the U.S. Department of Education on the district’s behalf.
“We partnered with the school district to help fill the hole in what is already a thin budget for educators to work within New York,” Reed continued. “As a result, we are pleased to reduce the tax burden on the entire community and help alleviate the fiscal strain caused by the area’s declining tax base.”
The Impact Aid Program provides key support to school districts that are financially burdened due to circumstances resulting directly from federal activities, specifically in cases where a bulk of residents are tax-exempt. Impact Aid is one of the oldest federal education programs, dating back to 1950, and is critical to schools that strive to protect the best education to all enrolled students under fiscal constraints.
#####", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z
url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url
https://web.archive.org/web/20131205005040/http://reed.house.gov/press-release/congressman-reed-secures-impact-aid-salamanca-school-district
