While we're frustrated that votes on additional measures did not occur, these historic reforms-including installing civilian review over prosecutorial decisions, barring commanders from changing jury verdicts, assigning victims their own legal counsel, criminalizing retaliation against victims, and mandating dishonorable discharge for convicted sex offenders-will mean a new day for justice for American servicemembers. And we're going to work as hard as we can to enact these critical reforms into law.\"\nToday's agreement contains a long list of reforms already included in the Senate's National Defense Authorization Act, as well as bipartisan reforms to the \"Article 32\" pre-trial process, including:\n \nStripping military commanders of their ability to overturn jury convictions\n \n \nRequiring civilian review if a commander declines to prosecute a case\n \n \nAssigning victims their own independent legal counsel to protect their rights and fight for their interests\n \n \nMandating dishonorable discharge for anyone convicted of sexual assault\n \n \nCriminalizing retaliation against victims who report a sexual assault\n \n \nEliminating the statute of limitations in rape and sexual assault cases\n \n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://web.archive.org/web/20140221112215/http://www.mccaskill.senate.gov/?p=press_release&id=12033"], "units": {}, "query_ms": 0.9945090860128403, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
