Circuit Court. Pillard is the second federal appellate court nominee to be confirmed by the Senate since it voted in November to lower the threshold to move to a vote on such nominees from 60 to 51.\n  \u201cThis vote, which I was proud to passionately advocate, marks a great day for justice in America.
