Butterfield (NC-01) today applauded the award of a U.S. Department of Housing and Urban Development (HUD) Choice Neighborhoods Planning Grant to the New Bern Housing Authority and the City of New Bern, North Carolina in the amount of $400,000.\u00a0 The grant will be used to develop New Bern\u2019s Five Points commercial area and surrounding residential neighborhood, which was once a thriving community, but in recent years have experienced economic challenges, high unemployment rate, and an above average violent crime rate.\n\n\t\u201cThis grant is essential to revitalizing and rebranding the Five Points corridor, which in its heyday was a vibrant community of mixed-income families, retail shops and restaurants, and several other amenities,\u201d said Congressman Butterfield.\u00a0 \u201cThe partnership between the New Bern Housing Authority, the City, and its key sponsors will help this community realize its full potential while also spurring economic development and improving the quality of life of its residents.\u00a0 I thank U.S. Housing and Urban Development Secretary Shaun Donovan for selecting New Bern as a grant recipient.\u201d\u00a0\n\n\tThe grantees will work together to develop a comprehensive approach to transform the Five Points neighborhood, redevelop its distressed Trent Court and Craven Terrace public housing, and serve the needs of the Greater Five Points residents, which includes education, employment, better health outcomes, community services, and recreation.\u00a0 The proposed plan will build on the neighborhood\u2019s assets, including its proximity to the waterfront, two parks, and anchor institution Carolina East Medical Center.\n\n\tThe New Bern Housing Authority and the City of New Bern are one of only nine applicants selected for the Choice Neighborhoods Planning Grant.\u00a0\n\n\tChoice Neighborhoods Planning Grants support the development of comprehensive neighborhood revitalization plans which focused on directing resources to address three core goals: Housing, People and Neighborhoods.\u00a0 To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan.\u00a0 The Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families.\n\n\tFor more information on HUD Planning Grants, visit here.\u00a0 Specific information on New Bern\u2019s award can be found here.\n\n\t\u00a0\n\n\t###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://web.archive.org/web/20140301104528/http://butterfield.house.gov/index.cfm?sectionid=22&itemid=726"], "units": {}, "query_ms": 0.8497429080307484, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
