{"database": "press", "table": "releases", "rows": [["https://web.archive.org/web/20140620021356/http://www.collins.senate.gov/public/index.cfm/press-releases?ContentRecord_id=f6847ce2-433c-4971-aa54-6a08da04f019", "Release: Former Federal Highway Safety Administrator Supports Senator Collins' Effort to Improve Safety", "2014-06-17", "2014", "2014-06", "Republican", "House", "ME", "Susan Collins", "C001035", "web.archive.org", null, null, "legacy", "Press Releases \n\t\t\n\t\t\t\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\n\t\t\t\tPrint  \n\t\t\t\t\n\t\t\t\n\t\t\n\t\t\n\t\t\t\n\t\t\n\t\n\t\t\n\t\n\t\t\n\t\t\t\n\n\t\n\n\n\n\t\n\t\n\t\n\t\t\n\t\tWASHINGTON, D.C. \u2013 In a letter to the Chairmen and Ranking Members of the Senate Appropriations Committee and the Senate Transportation Appropriations Subcommittee, the former Administrator for the Federal Motor Carrier Safety Administration (FMCSA) expresses her strong support for Senator Susan Collins\u2019 effort to improve highway safety.\u00a0   \u00a0  At issue is an amendment to the Fiscal Year 2015 Senate Transportation and Housing and Urban Development (THUD) bill, adopted by a bipartisan 21-9 vote in the Senate, that would provide temporary relief from two revisions to the Hours of Service (HOS) regulations governing truckers that took effect last July that are having unintended consequences.\u00a0 During this time, the Department of Transportation is required to conduct a comprehensive scientific study assessing the operational, safety, health and fatigue impacts of the current restart provisions.\u00a0 These new provisions were implemented without sufficient analysis on the impacts of potentially shifting additional truck traffic onto our nation\u2019s roadways during peak daytime congested hours. \u00a0All of the other regulations governing truck drivers, including the limits on the total number of hours a driver can work during a day, the amount of time he or she must be off duty, and the mandatory 30-minute rest break during a shift, would remain unchanged and in effect. \u00a0   \u00a0  In her letter to Senate Appropriators, Annette Sandberg indicates that the revision in the \u201crestart\u201d rule imposed by FMCSA last year was \u201cdone without the benefit of proper scientific research, and is hurting highway safety\u2026\u201d\u00a0 She calls Senator Collins\u2019 proposal \u201ccommon sense reform.\u201d   \u00a0  Sandberg, who served as Administrator of the FMCSA from 2003-2006 and served Deputy Administrator of the National Highway Safety Administration (NHTSA), has more than 20 years of professional safety and law enforcement experience at Federal and State levels of government.\u00a0 Her leadership helped to produce a substantial reduction in large truck fatality rates.   \u00a0  A\u00a0copy of Ms. Sandberg's letter can be found here.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://web.archive.org/web/20140620021356/http://www.collins.senate.gov/public/index.cfm/press-releases?ContentRecord_id=f6847ce2-433c-4971-aa54-6a08da04f019"], "units": {}, "query_ms": 0.7757220882922411, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
