Reed, a co-sponsor of the bill, says it\u2019s important for state and local officials to maintain primary responsibility over local waterways to avoid Washington from mandating sweeping, one-size-fits-all regulations.\n\u201cLocal officials on the ground are in the best position to be making regulatory decisions \u2013 not bureaucrats in Washington,\u201d Reed said. \u201cIt\u2019s common sense that those on the ground closest to the issues are the major decision makers. This is an important step in keeping control at the local level where it belongs and getting Washington, DC out of the way.\u201d\nThe Waters of the United States Regulatory Overreach Protection Act protects the successful federal-state partnership that has been in place for decades to regulate the nation\u2019s waterways under the Clean Water Act (CWA). The bill prohibits the Environmental Protection Agency (EPA) and the Army Corps of Engineers from expanding the federal government\u2019s role and regulatory influence under the CWA.\n\u201cMaintaining states\u2019 rights while responsibly caring for the environment are two very important goals,\u201d Reed continued. \u201cWe need to make sure those goals are achieved without overregulation and duplicative paperwork from Washington that results in more cost to taxpayers.\u201d\u00a0\nThe bill prohibits the Environmental Protection Agency (EPA) and the Army Corps of Engineers from redefining or broadening \u201cwaters of the United States\u201d established under the Clean Water Act and requires that state and local officials are consulted in new regulatory proposals.\n\u201cThis bill protects against yet another instance of government overreach into something it doesn\u2019t need to be meddling in,\u201d Reed continued. \u201cFarmers, small businesses, manufacturers and transportation workers are hurt enough by Washington\u2019s meddling \u2013 they don\u2019t need even more of it.\u201d\n#####", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://web.archive.org/web/20140912012336/http://reed.house.gov/press-release/reed-votes-protect-local-control-over-waterways"], "units": {}, "query_ms": 0.958452932536602, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
