Federal funding for a home visitation program, used to teach child-rearing skills to dozens of at-risk parents in Rockford over the past five years, is set to expire in March.  \u201cMaking sure kids grow up in a wholesome environment is important,\u201d Winnebago County State\u2019s Attorney Joe Bruscato said Tuesday at a courthouse news conference. \u201cIt helps us avoid abuse and neglect cases.\u201d  The Maternal, Infant and Early Childhood Home Visiting program in Illinois focuses on six high-need communities, including Rockford. The state has received more than $31 million for the program since 2010. In Rockford, that has allowed an 108 additional children to receive home visits, though there\u2019s still a waiting list.  U.S. Rep.
