Congress needs to be intimately involved on questions of duration and the extent of the action.\u201d \u00a0 \u00a0  \u00a0  \u201cThe President is relying on legal justifications for the military action from post-9/11 authority granted by Congress at that time,\u201d Fortenberry continued. \u201cThe time elapsed and current circumstances are different enough to warrant a review.
