The President has, in the past, repeatedly argued that he does NOT have the legal authority to act without Congress.\nIn fact, the Speaker\u2019s office has compiled a list of 22 statements made by the President claiming he cannot do what he now plans to do.\nThe Washington Post gave the President an \u201cupside-down Pinocchio,\u201d their worst rating, for what the publication deemed a flip-flop by the President.\n\u201cPreviously he said that was not possible, using evocative language that he is not a \u2018king\u2019 or \u2018the emperor.\u2019 Apparently he\u2019s changed his mind. The president earns an upside-down Pinocchio for his flip-flop.\u201d (Washington Post; 11/18/2014)\nIn the same article, the Post highlighted these previous assertions made by President Obama claiming he does not have the authority to act alone:\n\u201cUnivision Town Hall, March 28, 2011: \u2018The executive branch\u2019s job is to enforce and implement those laws.\u2019\u201d\n\u201cInterview with Univision, Jan. 31, 2013: \u2018I\u2019m not a king\u2019\u201d\n\u201cGoogle Hangout, Feb. 14, 2013: \u2018I\u2019m not the emperor of the United States\u2019\u201d\n\u201cInterview with Noticias Telmundo, Sept. 17, 2013: \u2018There is a path to get this done and that is through Congress.\u2019\u201d\nWhat do the American people think about executive action by President Obama? 48% oppose it while only 38% support it.\nInstead of acting unilaterally, the President should listen to the American people and work with Congress on common-sense reforms.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://web.archive.org/web/20141206071413/http://bucshon.house.gov/press-release/background-president-obamas-executive-overreach-immigration"], "units": {}, "query_ms": 0.8793340530246496, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
