The committee also sent a letter to President Obama urging him not to pardon Snowden. The report comes after an exhaustive two-year review and concludes that pardoning Snowden would severely undermine Americas intelligence institutions and core principles, and would subvert the range of procedures in place to protect whistleblowers.\nThis bipartisan report clearly demonstrates that the American people have been sold a false narrative on Edward Snowden. Snowden is not a whistleblower by any definition and never even sought to bring his concerns to oversight officials. He is, however, a liar and a criminal. \nBy releasing stolen classified documents, Snowden put countless American lives at risk. While he claims his motivation was to expose U.S. surveillance operations, very few of the documents he leaked had anything to do with those programs. Now, while he hides in Russia  a nation known for cyber-attacks and violations of civil liberties  Snowden is asking for a pardon.
