Graham Sanctioning Russia and Iran Act of 2026. The legislation was passed by a 262-159 vote and will now head to President Trump\u2019s desk where it is expected to be signed into law. Senator Britt played a key role in the successful passage of the legislation, including in the Senate where it passed overwhelmingly by a vote of 86-11 on August 7, 2026.\n\n\u201cAs my colleague and dear friend Senator Lindsey Graham said in his final days, the ability to pass this bill and sanction Russia and Iran would be his most consequential legislative accomplishment. Now, named in his honor, I am thrilled to celebrate the House passing the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 and sending it to President Trump\u2019s desk to be signed into law. We are now one step closer to arming President Trump with the tools he needs to deplete Russia of the little economic power it has left and bring much-needed peace to the region,\u201d said Senator Britt.\n\nFollowing House passage, Senator Britt joined a bipartisan, bicameral group of legislators for a press conference in which she delivered remarks.\n\n\u201cToday, I am grateful for the House continuing the efforts that began in the Senate with Senator Lindsey Graham. We heard Lindsey talk about this moment time and time again. Many people thought that it was out of reach, but not for Lindsey. Lindsey believed it was possible because he believed in what we did today. He knew America would stand tall when it needed to. And today, we showed that to the rest of the world. The people behind you have worked diligently. They have worked through legislation and through words \u2026 trying to figure out exactly how to make this happen. They\u2019ve also worked to build a coalition so that the huge vote that you saw today would send a resounding message to the world, and that is [that] we stand for peace through strength.\n\n\u201cToday, the Lindsey Graham Sanctioning Russia and Iran Act will be sent to the President\u2019s desk. There is nothing more rewarding here in Congress than actually delivering results, than actually doing something that will matter and \u2026 giving President Trump the tools today to end this senseless war, to hold Putin accountable for his aggression, to drive him to the table, and to actually make sure that there are consequences. Graham Sanctioning Russia and Iran Act of 2026 would impose primary and secondary sanctions against Russia and actors supporting Russia\u2019s war in Ukraine. The sanctions target Russian officials, oligarchs, their family members, foreign persons, and Russian banks and financial institutions, as well as the Russian Shadow Fleet.\n\nThe legislation also directs the President to impose up to 100 percent tariffs on the five largest importers of Russian crude oil or gas or are among the top five facilitators of Russian oil sanctions evasion.
