{"database": "press", "table": "releases", "rows": [["https://www.budd.senate.gov/2023/10/31/budd-proposes-amendment-to-shut-down-bidens-election-takeover-executive-order/", "Budd Proposes Amendment to Shut Down Biden\u2019s Election Takeover Executive Order", "2023-10-31", "2023", "2023-10", "Republican", "Senate", "NC", "Ted Budd", "B001305", "www.budd.senate.gov", "budd", "https://www.budd.senate.gov/category/news/press-releases/page/", "scraper", "Washington, D.C. \u2014 Senator Ted Budd (R-NC) has proposed an amendment to the Senate Appropriations Minibus (H.R. 4366) to defund President Biden\u2019s Executive Order 14019, which would empower federal agencies to use taxpayer funds to implement or enter into agreements with partisan organizations that conduct voter mobilization activities.\n\nThis is the same Executive Order that is the subject of Senator Budd\u2019s Promoting Free and Fair Elections Act (S. 1398).\n\nSen. Budd said in a statement:\n\n\u201cThe federal government should not be using official taxpayer resources to advance partisan politics. We need to defund this ethically and legally dubious scheme to further weaponize the federal bureaucracy. Federal agencies should not engage in electioneering on the taxpayers\u2019 dime.\u201d\n\nBackground:\n\nOn March 7, 2021, President Biden signed Executive Order 14019, titled \u201cPromoting Access to Voting.\u201d\n\nThe EO commands the head of every federal agency to submit to the President\u2019s Domestic Policy Advisor, a plan outlining the steps their agency will take to \u201cpromote voter registration and voter participation.\u201d\n\nThe EO mandates that all federal agencies support \u201capproved\u201d third-party organizations to provide voter registration services on federal agency premises located in states across the nation. Determining which third-party organizations will be approved, by whom, and based on what criteria is missing from the EO.\n\nOn January 19, 2022, Senator Budd and 35 of his colleagues wrote to the White House requesting copies of the strategic plans submitted under the EO. The White House never responded to the request and has refused to publicly disclose the plans.\n\nThe Promoting Free and Fair Elections Act:\n\nThe legislation prevents the Biden administration from using the power, resources, and reach of the federal executive branch, and federal offices located in states across the country, from engaging in voter registration and mobilization efforts designed to benefit Democrats.\n\nThe bill prohibits the actions ordered under President Biden\u2019s Executive Order (EO) 14019, titled \u201cPromoting Access to Voting,\u201d from being carried out until the agencies disclose to Congress how they intend to carry out these programs.\n\nThe bill prohibits soliciting or entering into an agreement with a third-party group to conduct voter registration or voter mobilization activities on federal property anywhere in the country, or on any federal agency website.\n\nIn addition, the bill prohibits voter registration and voter mobilization activities in federal work study programs.\n\nStrategic plans to carry out activities directed under EO 14019 may not be implemented until at least 180 days after submitting to Congress a copy of the plan, unless those activities are required under federal law.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:43:12Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.budd.senate.gov/2023/10/31/budd-proposes-amendment-to-shut-down-bidens-election-takeover-executive-order/"], "units": {}, "query_ms": 1.412081066519022, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
