That is a priority, and that is why I voted for this continuing resolution. While I am glad we took the responsible step to avoid a shutdown\u2014which would have a detrimental impact on our armed forces, planned research projects, and other basic government functions\u2014we should not have been in this predicament in the first place. We have done our work on the Appropriations Committee, but Leader Schumer\u2019s inaction on these committee-passed bills has forced us into the current \u2018govern by CR\u2019 scenario.
