{"database": "press", "table": "releases", "rows": [["https://www.cochran.senate.gov/public/index.cfm/news-releases?ContentRecord_id=c95032a8-1925-40c6-a471-e0c2c2875177", "COCHRAN READY TO WORK FOR KEYSTONE XL CONSTRUCTION IN 114th CONGRESS", "2014-11-18", "2014", "2014-11", "Republican", "House", "MS", "Thad Cochran", "C000567", "www.cochran.senate.gov", null, null, "legacy", "WASHINGTON, D.C. \u2013 U.S. Senator Thad Cochran (R-Miss.) today said he looks forward to rejoining the effort to authorize the construction of the Keystone XL energy pipeline after the Senate narrowly defeated legislation to move the jobs project forward.\r\nCochran on Tuesday voted to approve Keystone XL legislation (S.2280) but the final 59-41 tally fell one vote short of a 60-vote threshold required for passage.\u00a0 The Senate vote stymied efforts to launch a much anticipated project that would create tens of thousands of jobs and pump significant investment into the U.S. economy.\r\n\u201cJobs creation and energy security are priorities for our American economy to grow, and the Keystone XL project would promote both of those goals,\u201d Cochran said.\u00a0 \u201cBipartisan majorities in both the House and Senate have affirmed that it\u2019s time for action and an end to the unnecessary delays of the past six years.\u00a0 This disappointing Senate vote is just one more delay.\u00a0 I look forward to revisiting this issue in the 114th Congress.\u201d\u00a0\r\nCochran is an original cosponsor of S.2280, bipartisan legislation that would have expedited permitting for the Keystone pipeline using congressional authority enumerated in the Commerce Clause of the U.S. Constitution, Article 1, Section 8.\u00a0 With passage of this legislation, a presidential permit would no longer have been needed to approve the project.\u00a0\r\nThe Obama administration has repeatedly delayed approval of the permit, which was submitted by TransCanada Corp more than six years ago.\u00a0 The project has undergone five successful environmental reviews since 2008, in addition to multiple legal and regulatory appraisals.\u00a0 The last was a Department of State released an Environmental Impact Statement in January 2014 that concluded construction of the pipeline would have no significant impact on the environment.\r\nThe House of Representatives on Nov. 14 approved Keystone XL legislation (HR.5682) on a 252-161-1 vote.\r\nLINKS:  \u2022\u00a0\u00a0\u00a0 Cochran: Six-Year Delay on Keystone Decision Inexcusable: http://1.usa.gov/1wxtlki  \u2022\u00a0\u00a0\u00a0 Miss.
