{"database": "press", "table": "releases", "rows": [["https://www.cochran.senate.gov/public/index.cfm/news-releases?ContentRecord_id=ed8f8900-229f-466c-a7aa-761ddd036183", "BACKED BY COCHRAN & HARPER, VETERINARY MEDICINE MOBILITY ACT TO BECOME LAW", "2014-07-16", "2014", "2014-07", "Republican", "House", "MS", "Thad Cochran", "C000567", "www.cochran.senate.gov", null, null, "legacy", "WASHINGTON \u2013 U.S. Senator Thad Cochran (R-Miss.) and U.S. Representative Gregg Harper (R-Miss.) today announced\u00a0final congressional passage of legislation they cosponsored to lift a restrictive federal permitting process required of veterinarians in order to transport and dispense controlled substances for animal care.\r\nThe Senate on Wednesday gave final approval to the Veterinary Medicine Mobility Act (HR.1528/S.1171), clearing the way for the measure to be signed into law.\u00a0 The legislation would eliminate the requirement that veterinarians obtain separate registration from the federal government in order to transport or dispense controlled substances.\u00a0 Without this additional government permit, veterinarians may only use these substances within the confines of their registered veterinary practice.\r\n\u201cThis legislation eliminates an unnecessary bureaucratic rule that clearly didn\u2019t recognize that veterinary care, by its very nature, is not limited to clinics,\u201d Cochran said.\u00a0 \u201cRemoving this requirement for licensed, registered veterinarians will give them the freedom to do the work we count on to ensure public safety, our food supply and animal welfare.\u201d\r\n\u201cWe have heard much from our veterinarians in Mississippi on the need to enact this legislation so they can provide the best care possible to livestock, horses, and other wildlife away from veterinary hospitals. This policy change is particularly important to a rural farming state like Mississippi,\u201d Harper said. \u201cI strongly supported the Veterinary Medicine Mobility Act when it passed the House and I applaud Senator Cochran\u2019s efforts to pass this much needed legislation on the Senate side.\u201d\r\nThe Mississippi Veterinary Medical Association and the American Veterinary Medical Association support enactment of this legislation to end the separate registration requirement, which has restricted the ability of practitioners to provide care in rural areas, mobile clinics, emergencies, or wildlife removal situations.\u00a0\r\nThe Veterinary Medicine Mobility Act would amend the Controlled Substances Act (CSA) of 1970.\u00a0 It would lift the CSA stipulation that controlled substances must be stored and dispensed at the specific address veterinarians have on file with the Drug Enforcement Administration.\u00a0 HR.1528 and S.1171, companion bills introduced last year and cosponsored by Harper and Cochran, would clarify that licensed and registered veterinarians have the authority to transport and dispense such controlled substances at sites other than their principle place of business.\r\nLINK:  \u2022\u00a0\u00a0\u00a0 Mississippi Veterinary Medical Association: http://bit.ly/1jyFD9U\r\n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.cochran.senate.gov/public/index.cfm/news-releases?ContentRecord_id=ed8f8900-229f-466c-a7aa-761ddd036183"], "units": {}, "query_ms": 1.0176938958466053, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
