{"database": "press", "table": "releases", "rows": [["https://www.cochran.senate.gov/public/index.cfm/news-releases?ContentRecord_id=f583148a-0cda-45e5-a024-694f769897f1", "COCHRAN ANNOUNCES GRANT FOR SOUTHAVEN COMMUNITY SAFE ROOM", "2014-07-21", "2014", "2014-07", "Republican", "House", "MS", "Thad Cochran", "C000567", "www.cochran.senate.gov", null, null, "legacy", "WASHINGTON, D.C. \u2013 U.S. Senator Thad Cochran today reported that the Federal Emergency Management Agency (FEMA) has approved a $2.58 million grant to fund Phase II construction of a 12,000-square-foot safe room shelter in Southaven.\r\nCochran, who serves on the Senate appropriations subcommittee that funds FEMA, said the Department of Homeland Security agency is making funding available to the Mississippi Emergency Management Agency to build a stand-alone community safe room at 7360 Highway 51 in Southaven.\u00a0\u00a0 The emergency facility will be designed to protect about 1,800 DeSoto County residents within 9,069-square-feet of useable space.\r\n\u201cCommunity safe rooms are part of the overall emergency preparedness emphasis adopted by Mississippi following Hurricane Katrina.\u00a0 This latest safe room will give DeSoto County residents an option during emergency situations, including tornadoes and other severe weather,\u201d Cochran said.\u00a0 \u201cI\u2019m pleased DeSoto County was given fair consideration.\u201d\r\nThe overall cost of the shelter is $2.71 million with FEMA providing 95 percent, or $2.58 million, in Hazard Mitigation Grant Program funding toward construction.\u00a0 The handicapped-accessible Southaven facility will also be built to FEMA 361 Guidelines to include backup water/wastewater, power generation and other emergency necessities.\r\nThe FEMA Hazard Mitigation Grant Program provides funding to states and local governments for long-term hazard mitigation activities designed to reduce the loss of life and property due to natural disasters.\u00a0 Data shows that investments in hazard mitigation before a disaster to prevent damages and save lives creates a net savings of taxpayer dollars during post-disaster response and recovery periods.\r\n###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.cochran.senate.gov/public/index.cfm/news-releases?ContentRecord_id=f583148a-0cda-45e5-a024-694f769897f1"], "units": {}, "query_ms": 1.0581600945442915, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
