{"database": "press", "table": "releases", "rows": [["https://www.cornyn.senate.gov/content/114th-congress-advancing-smart-healthcare-reforms", "The 114th Congress: Advancing Smart Healthcare Reforms", "2016-12-19", "2016", "2016-12", "Republican", "House", "TX", "John Cornyn", "C001056", "www.cornyn.senate.gov", null, null, "legacy", "AUSTIN\u2014During the 114th Congress, several pieces of legislation were enacted into law that help will modernize and improve our health care system as Congress prepares to replace Obamacare with more affordable and effective access to medical care.\n21st Century Cures Act (Passed House 11/30/16, passed Senate 12/7/16, became law 12/13/16)\n Removes barriers to sharing and analyzing the growing amount of health data generated in research and clinical studies, increasing research collaboration.\nIncorporates the patient perspective into the drug development and regulatory review process by modernizing clinical trials and strengthening the FDA\u2019s ability to consider direct experiences.\nSupports young emerging scientists through the \u201cNext Generation of Researches Initiatives\u201d and loan repayment programs.\nRequires the Director of the NIH to develop a six-year coordinated strategy for biomedical research investments, collaboration and research, and biomedicine.\n Major Provisions of the Mental Health and Safe Communities Act (Passed as part of the 21st Century Cures Act and became law 12/13/16)\n Allows law enforcement to use existing funding to create pre-trial screening and assessment programs to identify mentally ill offenders, provide need-based treatment, and develop post-release supervision plans, including judicially-administered Assisted Outpatient Treatment programs.\nUses federal grant funding to expand the use of Crisis Intervention Teams, who are trained to respond to mental health crises and prevent acts of violence.\nEnables existing federal funding to be used to provide treatment, mentoring, and other transitional services to mentally-ill offenders leaving custody.\n Ensuring Proper Payments for Dedicated Cancer Centers (Passed as part of the 21st Century Cures Act and became law 12/13/16)\n Protects patient access to Dedicated Cancer Centers, like MD Anderson in Houston, by exempting qualifying cancer centers from Medicare payment reductions that are set to go into effect on January 1, 2017.\n Medicare Long-Term Care Hospital Moratorium Exception (Passed as part of 21st Century Cures Act and became law 12/13/16)\n Provides regulatory relief for Long-Term Care Hospitals (LTCHs) by qualifying for a \u201cmid-build\u201d exception to the current moratorium on bed expansion.\n Ensuring Removal of Terminated Providers from Medicaid and CHIP Act (Passed as part of 21st Century Cures Act and became law 12/13/16)\n Ensures federal funds are not paid to health care providers who have been terminated from the Medicaid, Medicare, or CHIP programs.\n Comprehensive Addiction and Recovery Act (Passed the Senate 3/10/16, passed the House 5/13/16, became law 7/22/16)\n Expands substance abuse prevention and educational efforts, and establishes treatment and intervention programs throughout the country.\nIncreases resources to identify and treat individuals who have a substance use disorder and are incarcerated.\nReauthorizes task forces to combat heroin and methamphetamine abuse as well as treatment programs for pregnant and postpartum women.\nExpands the availability of opioid overdose reversal drugs to first responders and law enforcement agencies.", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://www.cornyn.senate.gov/content/114th-congress-advancing-smart-healthcare-reforms"], "units": {}, "query_ms": 1.5435121022164822, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
